I was born in Okinawa, Japan during the month of Nisan. I am a U.S. Air Force veteran, a Johns Hopkins MBA graduate, and a lifelong student of what it takes to lead change in organizations that cannot afford to fail.

One of the most-used member-facing tools at a major national health benefits program did not exist until we built it.

A member gets a referral for rotator cuff surgery. They need to know immediately: Is this procedure covered under my plan? What will it cost me out of pocket? Which in-network surgeons can perform it — and where are they located? What is my total financial responsibility before I schedule anything?

Before this tool existed, the answer was a 140-page benefits booklet mailed to their home and a call to a service center. We built the digital tool that answers all of those questions in one place — on demand, in plain language, without a phone call.

I managed that implementation end to end — coordinating Benefits, Legal, technology vendors, and compliance teams simultaneously, with a legal attestation framework that satisfied regulatory requirements while keeping the member experience clean and usable.

The tool now serves millions of members, ranks among the most-used features on the member portal, and has measurably reduced CSR call volume — putting benefits transparency directly in the hands of the people who need it most.

On the federal side:

At CMS, three waterfall teams maintained call center infrastructure serving 100 million Americans — with no roadmap, no dashboard, and no agile foundation. We built all three. The teams that resisted eventually owned it.
